Charlene Autolino- Chair

Charlene Autolino of Outreach Consulting Services has her bachelor’s degree in criminal justice and has been in the Reentry Community for over 19 years. Currently she is the CEO/Chair for the San Diego Committee on Employment of People with Disabilities and the CEO/Chair of the Veterans Employment Committee of San Diego County. She has also worked for the California Department of Corrections and Rehabilitation as a Parole and Community Team Coordinator for the following Parole Offices, San Diego, El Cajon and Chula Vista.

She is the Chair of the San Diego Reentry Roundtable and has held the position of Vice Chair and Secretary and has been in Prison Ministry for over 19 years. She serves on several committees’ and Board’s. Charlene has the experience and expertise in the area of Outreach and Networking due to her extensive referral base and Affiliations.

David Silva- Vice Chair

David Silva is an Assistant Director with the United States Department of Labor, Veterans’ Employment & Training Service (DOL-VETS).

David served in the United States Navy for four years and in the California Army National Guard for eight years. He served as both an enlisted service member and a commissioned officer with deployments to the Persian Gulf, Western Pacific, Iraq, and Ukraine.

David worked in state and county workforce services as a case manager, job developer, and program manager. David oversaw programs for youth, adults, justice involved, employers, and veterans.

David joined DOL-VETS in 2020. David investigates claims of discrimination against veterans and reservist and national guard, oversees grants that help homeless veterans find jobs, encourages employers to hire veterans, helps active-duty families transition back to civilian life, and helps veterans find employment.

David lives in San Diego with his wife and three children.

Jesse DeAngelis – Executive Secretary

I am originally an east coaster , born and raised in Vermont, and received  my BA in History from the University of Massachusetts. . I moved to San Diego shortly after college and have been helping to serve people with disabilities ever since. I have been a part of Goodwill   San Diego’s Supported Employment Program since 2007, where I began as a Job Coach. Currently I serve as a Job Coach Coordinator helping to oversee Goodwill’s Supported Employment Group Services Program.  I began working with the   SDCEPD Jobtoberfest Committee in 2023. I have a strong passion for serving the community and helping others achieve their employment goals.

Dr. Robert A. Morgan, MSc – Webmaster

Dr. Robert A. Morgan is a Cyber and Software Engineer and distinguished U.S. Navy Veteran who honorably served from 2015 to 2019. With a strong foundation in cybersecurity and software engineering, Dr. Morgan has dedicated his career to developing innovative, mission-driven solutions that enhance digital security and resilience across both private and public sectors.

Outside of his professional achievements, Dr. Morgan is a passionate dancer, enthusiastic surfer, and adventurous traveler. He embraces a vibrant lifestyle rooted in curiosity, creativity, and connection. His diverse interests and community involvement reflect his dynamic personality and his commitment to personal growth, wellness, and giving back.

 


Liaisons:

Tanya Schroeder – Employer Liaison

Tanja has a history of working in an international setting with youth coordinating language programs. Most recently, Tanja worked at the Fleet Science Center, where she connected people to meaningful volunteer opportunities. Fascinated by the passion STEM professionals have for sharing their knowledge, Tanja is looking forward to further reinforce relationships between scientists and future scientists through EnCorps STEM Teacher Program. Tanja holds a bachelor’s degree in psychology from CSU San Marcos and a master’s in Nonprofit Leadership and Management from the University of San Diego.

Valerie Crisci – Disability Liaison

Valerie Crisci is the Disability Liaison on the SDCEPD. Valerie is pursuing her bachelor’s degree in Disability Studies with a concentration in Intellectual and Developmental Disabilities from the City University of New York School of Professional Studies. Her expected graduation is in the spring of 2026. Through Valerie’s own lived experience and her studies, she guides the SDCEPD in advocacy, disability etiquette, and inclusion.

Cathleen Mingo – DOR Liaison

Cathleen Mingo is a Staff Services Manager I at Department of Rehabilitation (DOR) for the San Diego District East County unit. She has been with Department of Rehabilitation for over 9 years as a Senior Vocational Rehabilitation Counselor, Qualified Rehabilitation Professional before promoting to manager in May 2022.  Cathleen received her Master’s in Rehabilitation Counseling from San Diego State University and Bachelor’s in Recreation Therapy from Green Mountain College.  Cathleen has been assisting individuals with disabilities for 20+ years in various settings.  In addition to the general disability community, she has experience working with those who are or have been justice involved, transition youth, and those attending community college or university.  She enjoys building relationships with individuals, employers, and other professionals.
